The museum was opened in 1991 as a subdivision of the Regional Geology Department.
The exposition of the museum includes the following sections:
- Introduction to the history of the Permian system
- Research on the Permian system
- Managing complexes of different kinds of invertebrates and flora from supporting sections for all tiers of the lower section of the Permian system
- Invertebrates of the upper section of the Permian system
- Vertebrates and flora of the Permian period
- Printed and manuscript publications on the study of paleontology and stratigraphy of the Permian system
